Harlan Legal was started in 2023 as the evolution in the legal careers of spouses R. Scott Harlan, Esq. and Tiffany W. Harlan, Esq. Scott and Tiffany met in law school, navigated their early legal careers together, learning from multiple law firms and law practices, and finally combined their vision for their legal practice with the joint focus and goal of a true client-first litigation law firm. Their primary focus is solving complex legal problems and resolving legal disputes for their clients as a team, with efficient common sense representation, from consultation to conclusion, in mediations, arbitrations, bench and jury trials, throughout all of California, in Federal Courts, and internationally.

Founding and Early Legal Career
Harlan Legal’s Founding Partner and President, R. Scott Harlan, Esq., was admitted to the State Bar of California in 2016. Scott’s legal career has been intentionally well-rounded. Before founding Harlan Legal, he practiced law at a boutique full-service law firm in Irvine, California where he was able to grow and manage his business law and litigation practice.
Prior to that, he practiced law with two large insurance defense law firms in Orange County, California where he represented numerous Fortune 100 and 500 companies, and their clients, in high stakes and complex civil litigation matters. Before attending law school, Scott worked as a Congressional Law Clerk for Congressman Wally Herger, a 13-term member of the U.S. House of Representatives, in his home district in Northern California.

Founding and Early Legal Career
Scott then obtained his Juris Doctorate from Western State College of Law in Fullerton, California. He was an active member on the Negotiations Team, the Criminal Law Association, and Asian Pacific American Law Student Association. Throughout law school, he worked as a certified law clerk at a criminal defense law firm where he grew his passion for constitutional justice.
He obtained his Bachelor of Science in Political Science with a minor in Civic Leadership from Indiana State University, where he was a student-athlete on the NCAA Division-I baseball team. Scott is a relative of two Associate Justices of the United States Supreme Court, including Justice John Marshall Harlan, widely known as the “Great Dissenter.” Scott is a member of the Board of Directors of the Harlan Family in America organization.

Educational BackgrounScott lives in Orange County, CA with his wife and partner Tiffany, and their dog Barry. Scott has extensive civil litigation experience, representing hundreds of clients in both California and Federal Courts, from inception through trial. Scott’s practice is primarily devoted to business law and litigation, general civil litigation in the areas of general liability, real estate, employment, personal injury, construction, consumer warranty, products liability, trust litigation, and outside general counsel services. Scott is admitted to practice law in all California jurisdictions, and in the United States District Court for the Central District of California.d and Family Legacy

Founding and Early Legal Career
Harlan Legal’s Managing Partner, Tiffany W. Harlan, Esq., was admitted to the State Bar of California in 2015. She has had an extremely well-rounded career in her own right. Prior to joining Harlan Legal, Tiffany practiced law at a highly regarded boutique business-litigation law firm in Irvine, California. Before that, Tiffany worked for multiple boutique litigation law firms in Orange County, California, representing clients in all stages of civil litigation matters.
Tiffany has the unique ability to effectively litigate in both English and Mandarin, which sets her apart from almost every other Mandarin speaking attorney in California and the United States.
Multilingual Skills and Early Legal Experience
Tiffany is fluent in Mandarin, Taiwanese, and French. Before attending law school, Tiffany clerked for the Honorable Grand Justice Chun-Sheng Chang of Judicial Yuan of The Republic of China (the Taiwanese equivalent to the United States Supreme Court). Tiffany then obtained her Juris Doctorate from Western State College of Law in Fullerton, California. Throughout law school, Tiffany worked as a certified law clerk at the Orange County Public Defender’s Office and was an active member and leader in the Asian Pacific American Law Student Association and Criminal Law Association. Tiffany attended undergrad at the University of Hawaii at Manoa, where she graduated with a Bachelor of Arts degree in Psychology and a certificate in French. Tiffany lives in Orange County, California, with her husband and partner Scott, and their dog Barry.
Role as Managing Partner and Areas of Expertise
As Managing Partner, Tiffany primarily handles the day-to-day operations of the law firm and its caseload. Tiffany began her practice on complex insurance defense litigation, government entity defense matters, and has extensive experience in business litigation matters on local, national, and international levels. She has also represented hundreds of clients in both California and Federal Courts, from inception through trial, in arbitrations, mediations, and appeals. She is authorized to practice law in all California jurisdictions, in the United States District Court for the Central District of California, and in the 7th Circuit Court of Appeals.
